Upgrade dr.botzo to Python 3

The py3 branch brings dr.botzo to the point that it's able to run in a Python 3.4 environment. All IRC plugins have been tested on an actual network.

Due to 2to3's behavior with unicode_literals, this should *not* be run in a Python 2 environment, as the once-unicode-safe literals might be mistreated again.

dr.botzo --- an IRC bot

   dr.botzo is an IRC bot written in Python and using irclib.py to handle most
   of the protocol stuff. It is mostly a fun project for a couple of us to hack
   around on, but you may find it useful, in which case you're free to copy
   this source, send patches, etc.

DEVELOPMENT

   The bot is currently written to be fairly modular. No real documentation on
   this yet, but those interested in developing more features should take a
   look at any of the ircplugin.py files.
