Brian S. Stephan 93c9224644 gitlab bot: no reset message on approvals 0/N 
bot was overzealous in logging the approval reset message when seeing
pushes. this commit should keep it from logging the message if a push
happened but there weren't actually any approvals yet (so there's
nothing to reset)

still waiting on testing, but this seems like a decent fix to me

dr.botzo --- an IRC bot

   dr.botzo is an IRC bot written in Python and using irclib.py to handle most
   of the protocol stuff. It is mostly a fun project for a couple of us to hack
   around on, but you may find it useful, in which case you're free to copy
   this source, send patches, etc.

DEVELOPMENT

   The bot is currently written to be fairly modular. No real documentation on
   this yet, but those interested in developing more features should take a
   look at any of the ircplugin.py files.
