Brian S. Stephan 6cbf5f3d96 twitter: pull the tweet reply method into two
_return_tweet_or_retweet_text used to both determine the proper tweet
text and bot.reply() with it to the provided event. if we're not
reacting to an irc event, this obviously won't work, so this pulls the
method into two things so that we can use the string formatting code
without necessary needing an event

dr.botzo --- an IRC bot

   dr.botzo is an IRC bot written in Python and using irclib.py to handle most
   of the protocol stuff. It is mostly a fun project for a couple of us to hack
   around on, but you may find it useful, in which case you're free to copy
   this source, send patches, etc.

DEVELOPMENT

   The bot is currently written to be fairly modular. No real documentation on
   this yet, but those interested in developing more features should take a
   look at any of the ircplugin.py files.
